Stop sign is a Scrap item in Lethal Company.
Stop signs, like all scrap, is found within the Facility. It functions identically to the Shovel, able to be swung down to attack some creatures or harm teammates, though its increased weight and the fact that it is a piece of scrap means that it is only particularly useful as an improvised weapon if you don't already have a Shovel, and should be exchanged for one when the opportunity arises.
